Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 2866, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO KUPUNA HOUSING,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Repeal the sunset date for the State Rent Supplement Program for Kupuna; and

 

     (2)  Appropriate funds to the Hawaii Public Housing Authority for the State Rent Supplement Program for Kupuna and for positions to support the program.

 

     Your Committee on Conference finds that the State Rent Supplement Program for Kupuna is a cost-effective and targeted strategy that assists Hawaii's senior residents to remain safely housed in their communities, close to their support networks and health providers, and in familiar surroundings.  Making this program permanent will provide stability for some of Hawaii's most vulnerable residents, while helping the State avoid the far greater costs associated with homelessness, emergency medical care, and alternative living arrangements.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Deleting language that would have appropriated funds to the Hawaii Public Housing Authority for the State Rent Supplement Program for Kupuna and for positions to support the program;

 

     (2)  Amending section 1 to reflect its amended purpose;

 

     (3)  Inserting an effective date of July 1, 2026; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2866, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2866, S.D. 1, H.D. 1, C.D. 1.
