Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 2861, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE OFFICE OF WELLNESS AND RESILIENCE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Office of Wellness and Resilience, in consultation with the Department of Human Services, to develop a comprehensive plan by June 30, 2027, for the establishment of a Kakou Pilot Program to provide food and support services for families and children in need;

 

     (2)  Require the Office to submit preliminary and final reports to the Legislature on the plan and identify an administering agency or agencies for the pilot program; and

 

     (3)  Authorize the administering agency or agencies to expend Temporary Assistance for Needy Families Program funds for the purposes of the Kakou Pilot Program.

 

     Your Committee received testimony in support of this measure from the Office of Wellness and Resilience and Aloha Independent Living Hawaii.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Human Services.  

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that the administering agency or agencies may expend Temporary Assistance for Needy Families Program funds only if the Legislature authorizes the establishment of the Kakou Pilot Program; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2861, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2861, S.D. 2, H.D. 2.
