Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 2673, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE COUNTIES,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Require a statewide permitting data standard developed collaboratively by the Office of Planning and Sustainable Development, county permitting agencies, and the Chief Data Officer;

 

     (2)  Require each county to publish monthly updates of building and civil engineering permit data in accordance with that standard;

 

     (3)  Require a report to the Legislature; and

 

     (4)  Appropriate funds.

 

     Your Committee on Conference finds that establishing additional management and informational frameworks for permitting, such as uniform data sets, are necessary to identify and address systemic bottlenecks in the permitting process more effectively.  This measure will create a transparent and consistent data environment for permitting and further the State's commitment to supporting housing and renewable energy development.

 

Your Committee on Conference has amended this measure by:

 

     (1)  Deleting language that would have appropriated funds to the counties to establish, publish, manage, and periodically update a statewide permitting data standard;

 

     (2)  Amending section 1 to reflect its amended purpose;

 

     (3)  Making it effective upon its approval; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2673, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2673, S.D. 1, H.D. 1, C.D. 1.
