Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 2367, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO STATE BOATING FACILITIES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Land and Natural Resources to:

 

     (1)  Hold open public meetings before and as it develops a master plan regarding state small boat harbors, including the Ala Wai Small Boat Harbor;

 

     (2)  Finalize the master plan for state small boat harbors, including the Ala Wai Small Boat Harbor; and

 

     (3)  Consider the phased development of state small boat harbors, including the Ala Wai Small Boat Harbor.

 

     Your Committee received testimony in support of this measure from two individuals.  Your Committee received comments on this measure from the Department of Land and Natural Resources; Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; United Public Workers, AFSCME Local 646, AFL-CIO; and Scouting America, Aloha Council.

 

     Your Committee has amended this measure by ensuring that Sea Scout Education Programs or other nonprofit youth maritime education programs are able to continue operations through a waiver of mooring charges under any lease executed under management and operation of state small boat harbors pursuant to the final master plan developed pursuant to this measure.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2367, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2367, S.D. 2, H.D. 2.
