Madame:

Your Committee on Finance, to which was referred S.B. No. 2146, S.D. 1, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO TRAFFIC INFRACTIONS,"

begs leave to report as follows:

The purpose of this measure is to require and appropriate funds for the Judiciary to convene a Traffic Fines Task Force to:

(1) Examine the Finnish traffic fines system, in which the fine amount is proportional to an offender's income and severity of the violation;

(2) Determine whether a similar system could be implemented in the State; and

(3) Provide recommendations as to how a proportional traffic fines system could best be implemented in the State.

Your Committee received testimony in support of this measure from the Fines and Fees Justice Center; Hawaiʻi Appleseed Center for Law & Economic Justice; Hawaiʻi Bicycling League; and one individual. Your Committee received testimony in opposition to this measure from two individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2146, S.D. 1, H.D. 2, and recommends that it pass Third Reading.
