Sir and Madam:

Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 2074, S.D. 1, H.D. 3, entitled:

"A BILL FOR AN ACT RELATING TO STATE FACILITIES,"

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

The purpose of this measure is to:

(1) Exempt concessions within the Stadium Facility that are under the jurisdiction of the Stadium Authority from chapter 102, Hawaii Revised Statutes;

(2) Allow the naming rights of the Stadium Facility to be leased to any public or private entity; and

(3) Require any revenues derived from advertising or marketing in or on the Stadium Facility to be deposited into the Stadium Development Special Fund.

Your Committee on Conference finds that additional financing tools, such as authorizing naming rights for the Stadium Facility, would allow the State to better generate reliable revenue streams to support stadium development, construction, maintenance, and operations. This measure is an effort to increase financing security for the Stadium Authority to fulfill its mandate while minimizing taxpayer burden.

Your Committee on Conference has amended this measure by making it effective on July 1, 2026.

As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2074, S.D. 1, H.D. 3, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2074, S.D. 1, H.D. 3, C.D. 1.
