Madame:
Your Committee on Consumer Protection & Commerce, to which was referred S.B. No. 2050, S.D. 1, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO CHIROPRACTIC,"
begs leave to report as follows:
The purpose of this measure is to, beginning July 1, 2028, allow chiropractic students enrolled in an accredited doctor of chiropractic program to engage in clinical practice as part of the completion of their degree, under certain conditions.
Your Committee received testimony in support of this measure from the Hawaii State Chiropractic Association and numerous individuals. Your Committee received comments on this measure from the Hawaii Board of Chiropractic.
Your Committee finds that licensed chiropractors provide important health care services to communities throughout the State and contribute to the accessibility of non-pharmacological treatment options. Your Committee further finds that allowing chiropractic students enrolled in qualified educational programs to engage in supervised clinical practice supports workforce development while maintaining patient safety and professional standards. This measure clarifies and updates statutory authority governing chiropractic education and practice to promote access to care and support continuity of services for Hawaii residents.
Your Committee has
amended this measure by:
(1) Specifying
that a chiropractic student must complete all didactic coursework and be in the
clinical phase of their doctoral program to engage in clinical chiropractic training;
(2) Changing the effective date to July 1, 3000, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2050, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2050, S.D. 1, H.D. 2.
