Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 148, S.D. 2, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO COMBAT SPORTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Rename the State Boxing Commission of Hawaii as the Boxing and Combat Sports Commission of Hawaii and expand its jurisdiction to include combat sports; and

 

     (2)  Repeal the existing Mixed Martial Arts Contests program.

 

     Your Committee received testimony in support of this measure from the Department of Commerce and Consumer Affairs.

 

     Your Committee has amended this measure by:

 

     (1)  Amending the Boxing and Combat Sports Commission by:

 

          (A)  Increasing the membership to nine members;

 

          (B)  Specifying that the Commission shall consist of a Subcommission on Boxing and a Subcommission on Combat Sports, with two members of each to be appointed by the President of the Senate and the Speaker of the House of Representatives; and

 

          (C)  Specifying that the Chairperson shall be appointed by the Governor and shall be a member of both subcommissions; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 148, S.D. 2, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 148, S.D. 2, H.D. 3.
