Madame:
Your Committee on Transportation, to which was referred H.R. No. 51 entitled:
"HOUSE RESOLUTION URGING THE HAWAII DEPARTMENT OF TRANSPORTATION AND THE CITY AND COUNTY OF HONOLULU TO UTILIZE ARTIFICIAL INTELLIGENCE TO MITIGATE TRAFFIC AND IMPROVE ROAD SAFETY IN THE STATE,"
begs leave to report as follows:
(1) Consider implementing new and innovative artificial intelligence technologies in its infrastructure to mitigate traffic and increase road safety; and
(2) Submit a report to the Legislature.
Your Committee finds that Hawaii is
experiencing increasing traffic congestion and a concerning rise in traffic
fatalities, underscoring the need for innovative solutions to improve roadway
safety and efficiency. Traditional
traffic management systems may be insufficient to address evolving
transportation challenges, particularly in highly congested areas such as Oahu.
By exploring the integration of
artificial intelligence into existing transportation infrastructure, this
measure supports smarter, more responsive traffic management and safer roadways
statewide.
Your Committee has amended this measure by:
(1) Requesting a report to the Legislature prior to the convening of the Regular Session of 2027;
(2) Amending its title; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 51, as amended herein, and recommends that it be referred to your Committee on Economic Development & Technology in the form attached hereto as H.R. No. 51, H.D. 1.
