Madame:
Your Committee on Energy & Environmental Protection, to which was referred H.R. No. 193 entitled:
"HOUSE RESOLUTION REQUESTING THE PUBLIC UTILITIES COMMISSION TO PROVIDE A WRITTEN STATUS UPDATE ON THE IMPLEMENTATION OF THE HAWAII ELECTRIC RELIABILITY ADMINISTRATOR,"
begs leave to report as follows:
The purpose of this measure is to request the Public Utilities Commission to:
(1) Provide a written status update on the implementation of the Hawaii Electric Reliability Administrator; and
(2) Submit an annual report to the Legislature regarding progress toward implementation of the Hawaii Electric Reliability Administrator until fully implemented.
Your Committee finds that in 2012, the Legislature authorized the Public Utilities Commission (Commission) to implement a Hawaii Electric Reliability Administrator for the State's electric system, including development and oversight of reliability standards. Your Committee further finds that Act 201, Session Laws of Hawaii 2022 (Act 201), required the Commission to contract with a consultant to conduct a study on the accessibility of the State's electric system and procedures for interconnection. Your Committee notes that the study required an assessment of the Commission's progress in implementing the Hawaii Electric Reliability Administrator and that the report submitted by the Commission pursuant to Act 201 did not reflect full implementation of the Administrator. Accordingly, this measure requests the Commission to provide an update on the implementation of the Hawaii Electric Reliability Administrator.
Your Committee has amended this measure by:
(1) Changing the reporting requirement to a single report to the Legislature prior to the convening of the Regular Session of 2027 instead of an annual report until the Administrator is fully implemented; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 193, as amended herein, and recommends that it be referred to your Committee on Consumer Protection & Commerce in the form attached hereto as H.R. No. 193, H.D. 1.
