Madame:

 

     Your Committee on Water & Land, to which was referred H.R. No. 175 entitled:

 

"HOUSE RESOLUTION URGING ALL COUNTY PLANNING AND PERMITTING AGENCIES TO DENY ALL PERMIT APPLICATIONS RELATED TO THE CONSTRUCTION, EXPANSION, OR USE OF WAREHOUSES BY UNITED STATES IMMIGRATION AND CUSTOMS ENFORCEMENT FOR THE PURPOSE OF DETAINING INDIVIDUALS FACING DEPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge all county planning and permitting agencies to deny all permit applications related to the construction, expansion, or use of warehouses by United States Immigration and Customs Enforcement for the purpose of detaining individuals facing deportation.

 

     Your Committee received testimony in support of this measure from the Imua Alliance and one individual.

 

     Your Committee finds that in July 2025, Congress appropriated $45,000,000,000 to United States Immigration and Customs Enforcement to build new immigration detention centers, including the acquisition of large warehouses to incarcerate individuals who are set to be deported.  Your Committee further finds that once transferred to these warehouses, individuals could be detained far from their homes, families, and legal counsel.  Your Committee also finds that such a system is dehumanizing, creates an immigration system rooted in mass incarceration, and deprives immigrants of individual dignity and due process.  Your Committee additionally finds that state and local officials across the nation have expressed serious concerns regarding the health and safety of incarcerating individuals in these warehouses as well as the strain these facilities would place on local resources.

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 175 and recommends that it be referred to your Committee on Economic Development & Technology.
