Your Committee on Human Services & Homelessness, to which was referred H.R. No. 108 entitled:
"HOUSE RESOLUTION REQUESTING THE CITY AND COUNTY OF HONOLULU AND STATEWIDE OFFICE ON HOMELESSNESS AND HOUSING SOLUTIONS TO DEVELOP A COORDINATED, PLACE-BASED STRATEGIC ACTION PLAN TO ADDRESS BEHAVIORAL HEALTH AND HOMELESSNESS RESPONSE NEEDS ON THE WAIANAE COAST,"
begs leave to report as follows:
Your Committee finds that the Waianae Coast has the highest concentration of individuals experiencing homelessness on Oahu, with a substantial portion of this population experiencing chronic homelessness, while having limited shelter capacity relative to need. Your Committee further finds that behavioral health and substance use disorders are significant drivers of homelessness on Oahu and that fragmented service delivery limits the effectiveness of current response efforts. Your Committee also finds that a coordinated, place-based, intergovernmental strategic action plan can improve service coordination, resource utilization, and outcomes for individuals experiencing homelessness and behavioral health crises on the Waianae Coast.
As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 108 and recommends that it be referred to your Committee on Economic Development & Technology.
