Madame:
Your Committee on Economic Development & Technology, to which was referred H.C.R. No. 10 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU TO ESTABLISH A PERMANENT LANDFILL HOST BENEFITS PROGRAM AND PROGRAM ADVISORY GROUP,"
begs leave to report as follows:
The purpose of this measure is to urge the City and County of Honolulu to establish a permanent program to compensate communities that have hosted or will host landfills.
Your Committee finds that every community in Hawaii has a constitutional right to a clean and healthy environment, yet residents living near active landfills face significant health risks, including respiratory illnesses and cancer, as well as substantial financial burdens for medical expenses and home repairs due to unmitigated dust pollution. Your Committee further finds that the Oahu Landfill Siting Advisory Committee has recommended the establishment of a host community benefits package and community advisory group to address the long-term impacts of landfill sites on surrounding neighborhoods. The permanent program and advisory committee urged by this measure address these recommendations and would help provide transparent oversight and equitable compensation and mitigation measures for those bearing the burden of nearby waste facilities.
As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 10 and recommends its adoption.
