     Your Committees on Judiciary and Ways and Means, to which was referred H.B. No. 2417, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ADMINISTRATIVE LICENSE REVOCATION,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to clarify administrative driver's license revocation procedures by specifying the effect of the notice of administrative revocation and conforming related administrative review and hearing provisions.

 

     Your Committees received testimony in support of this measure from the Department of Transportation, Office of the Prosecuting Attorney of the County of Hawaiʻi, and Department of the Prosecuting Attorney of the County of Maui.

 

     Your Committees find that the Administrative Driver's License Revocation Office and other state and county agencies often face difficulties when enforcing administrative revocations for individuals who disregard their administrative revocation and continue to drive on public roads.  This measure promotes fairness, certainty, and enforceability throughout the administrative revocation process to increase public safety across the State.

 

     As affirmed by the records of votes of the members of your Committees on Judiciary and Ways and Means that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2417, H.D. 2, S.D. 1, and recommend that it pass Third Reading.
