Madame:

 

     Your Committee on Transportation, to which was referred H.B. No. 2336 entitled:

 

"A BILL FOR AN ACT RELATING TO FEDERAL MILITARY INSTALLATIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Department of Transportation to enter into agreements with the United States Department of Defense to allow the Department of Transportation to assist with the provision of any department services, including construction, maintenance, improvement, relocation, or extension service, for federal military installations.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Hawaiʻi Emergency Management Agency; Military and Community Relations Office of the Department of Business, Economic Development, and Tourism; and Hawaii Military Affairs Council.

 

     Your Committee finds that federal military installations located throughout the State provide essential capabilities, such as logistics, transportation, communications, and emergency shelter, that are vital to protecting public health and safety during emergencies.  Some improvements to these facilities cannot always be carried out by the federal government in a timely manner, while the State has the technical capacity and experience to assist without using state funds.  This measure serves the public interest by authorizing the Department of Transportation to enter into federally funded agreements with the United States Department of Defense to provide services at federal military installations, strengthening intergovernmental cooperation and enhancing the State's overall emergency readiness and resilience.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Your Committee respectfully requests your Committee on Public Safety, should it deliberate on this measure, to consider whether further clarification of specific section references to Title 23 of the United States Code is necessary throughout the measure.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2336, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2336, H.D. 1, and be referred to your Committee on Public Safety.
