Your Committee on Judiciary, to which was referred H.B. No. 2097, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO ADMINISTRATIVE DRIVERS LICENSE REVOCATION,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Authorize administrative driver's license revocation hearings to be conducted using interactive conference technology, including teleconference, videoconference, and voice over internet protocol systems; and
(2) Clarify that evidence in hearings conducted via interactive conference technology may be submitted and exchanged electronically.
Your Committee received testimony in support of this measure from the Department of Transportation and Judiciary.
Your Committee finds that, in response to the COVID‑19 pandemic, administrative driver's license revocation proceedings increasingly rely on remote and digital platforms to improve accessibility and efficiency for all parties involved. Authorizing the use of interactive conference technology permanently for these proceedings would align with the growing use of these platforms and reduce the need for in-person appearances for individuals who may experience difficulties in attending hearings. This measure will streamline the administration of the driver's license revocation hearing process.
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2097, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
