Sir:

 

     Your Committees on Ways and Means and Judiciary, to which was referred H.B. No. 2062, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO GUN VIOLENCE PREVENTION,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to support efforts to prevent gun violence.

 

     More specifically, the measure appropriates moneys to:

 

     (1)  The Judiciary for staffing and administrative costs to effectuate the efficient processing of temporary restraining orders and gun violence protective orders; and

 

     (2)  The Department of Law Enforcement to conduct community‑based gun violence intervention initiatives, including public awareness campaigns on gun violence protective orders.

 

     Your Committees received written comments in support of this measure from the District 1 member of the Hawaii County Council, Indivisible Hawaii, Aloha Independent Living Hawaii, Brady Hawaii, Hawaii Chapter of Moms Demand Action for Gun Sense in America, Kona Indivisible, and numerous individuals.

 

     Your Committees received written comments in opposition to this measure from three individuals.

 

     Your Committees received written comments on this measure from the Judiciary and Gifford's Gun Owners for Safety.

 

     Your Committees find that, although the State has some of the strongest gun safety laws and lowest rates of gun deaths in the nation, Hawaii is not immune to gun violence.  Your Committees anticipate that the Judiciary, which issues temporary restraining orders and gun violence protective orders, will see an increase in caseloads and will require the funding provided by this measure to meet staffing and administrative needs in processing those orders.  Your Committees also find that public awareness campaigns and community outreach programs, as funded by this measure, are essential to educate Hawaii residents about state and federal laws and existing resources relating to gun violence prevention.

 

     Your Committees have amended this measure by amending the purpose section to delete an inapplicable reference to a new court officer unit.

 

     As affirmed by the records of votes of the members of your Committees on Ways and Means and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2062, H.D. 1, S.D. 1, as amended herein, and recommend that it pass Third Reading in the form attached hereto as H.B. No. 2062, H.D. 1, S.D. 2.
