Madame:

 

     Your Committee on Housing, to which was referred H.B. No. 1919 entitled:

 

"A BILL FOR AN ACT RELATING TO DEVELOPMENT STANDARDS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to, beginning July 1, 2027, prohibit counties from imposing minimum parking mandates for certain developments.

 

     Your Committee received testimony in support of this measure from the Hawaii Climate Change Mitigation and Adaptation Commission; Office of Planning and Sustainable Development; Oahu Metropolitan Planning Organization; Hawaiʻi Appleseed Center for Law and Economic Justice; Hawaiʻi Association of REALTORS; Ulupono Initiative; Hawaiʻi YIMBY; Housing Hawaiʻi's Future; Grassroot Institute of Hawaii; Holomua Collaborative; Hawaiʻi Bicycling League; and three individuals.  Your Committee received comments on this measure from the Department of Planning and Permitting of the City and County of Honolulu.

 

     Your Committee finds that rigid minimum parking mandates significantly increase the cost of housing production, often adding tens of thousands of dollars per stall and ultimately pricing out many local residents.  Your Committee further finds that these blanket requirements do not reflect the diverse needs of different communities, particularly in urban areas, older neighborhoods, or transitrich locations where less parking may be needed.  Eliminating minimum mandates and enabling developers to determine appropriate parking levels on a casebycase basis can remove financial, infrastructure, and land barriers in transit-oriented development zones and support more flexible, communityresponsive development.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1919, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1919, H.D. 1, and be referred to your Committee on Water & Land.
