Madam and Sir:

 

     Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 1853, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO DEMENTIA,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to establish a Hanai Memory Network Program to integrate community-based specialists, clinical partnerships, and public education to improve early detection, care coordination, and long-term support for individuals with dementia and their caregivers.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Amending the definitions of "dementia care specialist" and "memory clinic";

 

     (2)  Permitting, rather than requiring, the Hanai Memory Network Program to carry out certain duties and functions;

 

     (3)  Removing language specifying the types of contracts or memoranda of agreement the Executive Office on Aging may enter into with health care providers, health systems, and community-based organizations for the purpose of implementing the Hanai Memory Network Program;

 

     (4)  Inserting an appropriation amount of $3,000,000 for the Hanai Memory Network Program and deleting the unspecified allocations for the establishment of two full-time equivalent positions and other specific expenses; and

 

     (5)  Changing the effective date to July 1, 2026.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 1853, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 1853, H.D. 1, S.D. 1, C.D. 1.
