Madame:

 

     Your Committee on Housing, to which was referred H.B. No. 1842 entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend Act 289, Session Laws of Hawaii 2025, by:

 

     (1)  Replacing the Senior Residence at Iwilei parcel with the Westridge parcel;

 

     (2)  Adjusting the transfer effective date to December 31, 2026;

 

     (3)  Extending the transfer approval deadline for City and County of Honolulu approval to December 31, 2027; and

 

     (4)  Extending the repeal date to January 1, 2028.

 

     Your Committee received testimony in support of this measure from the Department of Accounting and General Services and Office of Planning and Sustainable Development.  Your Committee received testimony in opposition to this measure from the Department of Land and Natural Resources.

 

     Your Committee finds that the original intent of Act 289, Session Laws of Hawaii 2025 (Act 289), was to transfer various lands between various state departments and the City and County of Honolulu to address the State's pressing need for office space.  However, certain parcels identified for transfer to the City and County of Honolulu under Act 289 require updating to reflect current ownership, suitability, and operational considerations, which has created uncertainty regarding the status and timing of the land conveyances.  This measure aligns state land assets with county transit goals, which will ensure essential services remain in transit-orient development zones and encourage future development.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1842, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1842, H.D. 1, and be referred to your Committee on Water & Land.
