     Your Committee on Public Safety and Military Affairs, to which was referred H.B. No. 1752, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EMERGENCY MEDICAL SERVICES,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to replace the Adjutant General on the Hawaii Emergency Medical Services Advisory Committee with the Administrator of the Hawaii Emergency Management Agency.

 

     Your Committee received testimony in support of this measure from the Department of Defense and Hawaii Emergency Management Agency.

 

     Your Committee received comments on this measure from the Department of Health and Aloha Independent Living Hawaii.

 

     Your Committee finds that the Hawaii Emergency Management Agency is the state agency that coordinates statewide emergency management and disaster response, including medical services.  Having a representative of the Hawaii Emergency Management Agency on the Hawaii Emergency Medical Services Advisory Committee ensures that policy decisions about emergency medical services are informed by those who manage the overall emergency framework for the State.  By including the Administrator of the Hawaii Emergency Management Agency on the Hawaii Emergency Medical Services Advisory Committee, this measure will improve coordination during disasters, streamline planning, and ensure that emergency medical service policies reflect the lessons learned from recent state

Emergencies.

 

     Your Committee has amended this measure by inserting an effective date of July 1, 2055, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety and Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1752, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1752, H.D. 1, S.D. 1, and be referred to your Committee on Judiciary.
