Madam and Sir:

 

     Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 1718, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOUSING,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Limit county-supported mixed-use housing developments to transit-oriented developments that include housing along a locally preferred alternative for a mass transit system;

 

     (2)  Specify that a county's authority to participate in mixed‑use developments continues to apply for projects approved by the county council or subject to a binding agreement before July 1, 2033;

 

     (3)  Make permanent Act 45, Session Laws of Hawaii 2024, relating to the counties' mixed-use development authority; and

 

     (4)  Clarify that the counties' mixed-use development authority only applies to bonds originally issued before July 1, 2033.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Deleting the requirement that eligible mixed‑use developments be located along a locally preferred alternative for a mass transit system;

 

     (2)  Preserving the amendments made to the counties' housing powers statute by this measure when that statute is repealed and reenacted;

 

     (3)  Changing the effective date to upon approval; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 1718, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 1718, H.D. 1, S.D. 1, C.D. 1.
