Sir:

 

     Your Committee on Judiciary, to which was referred H.B. No. 1667, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CIVIL IDENTIFICATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to lower the age to obtain a state civil identification card without a signature from a parent or guardian from eighteen years old to sixteen years old.

 

     Your Committee received testimony in support of this measure from the Department of Transportation, Office of Hawaiian Affairs, Department of Customer Services of the City and County of Honolulu, Rainbow Family 808, Hawaiʻi Youth Services Network, Opportunity for Youth Action Hawaiʻi, and two individuals.

 

     Your Committee finds that, at sixteen years of age, many of the State's residents are entering the workforce, enrolling in higher education preparatory programs, participating in financial institutions, and engaging in a range of civic and social activities that require valid government-issued identification.  Requiring parental or guardian consent as a prerequisite for obtaining government identification can create unnecessary barriers, particularly for individuals in situations where parental involvement is limited, unavailable, or otherwise impractical.  This measure promotes fairness by recognizing that some young people must navigate adult systems before they reach eighteen years of age, and that access to necessary identification should not depend entirely on the availability of a parent or guardian.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1667, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
