Sir:

 

     Your Committee on Energy and Intergovernmental Affairs, to which was referred H.B. No. 1667, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CIVIL IDENTIFICATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to lower the age to obtain a state civil identification card without a signature from a parent or guardian from eighteen years old to sixteen years old.

 

     Your Committee received testimony in support of this measure from the Department of Transportation, Office of Hawaiian Affairs, Opportunity for Youth Action Hawaiʻi Kawailoa, and one individual.

 

     Your Committee received comments on this measure from the Department of Customer Services of the City and County of Honolulu.

 

     Your Committee finds that there is a practical need for younger individuals between the ages of sixteen and seventeen to independently obtain a state civil identification card.  At sixteen years of age, many of the State's residents are entering the workforce, enrolling in higher education programs, participating in financial institutions, and engaging in a range of civic and social activities that require a valid government‑issued identification.  Lack of identification can become a major barrier to stability and self‑sufficiency for many youths, especially those navigating family instability or living with limited adult support.  This measure removes unnecessary barriers to support greater inclusion and accessibility within the State's identification framework.

 

     Your Committee notes that the implementation of this measure will require updates to staff training, public information materials, application forms, and supporting technology systems to ensure statewide administration.  Your Committee therefore believes that amendments to this measure are necessary to ensure adequate time to fully implement the operational and system changes required by this measure.

 

Accordingly, your Committee has amended this measure by:

 

     (1)  Delaying the implementation of the operational and system changes to the state identification card system to one year after the effective date of this measure; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Energy and Intergovernmental Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1667, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1667, H.D. 1, S.D. 1, and be referred to your Committee on Judiciary.
