Sir:

 

     Your Committees on Ways and Means and Judiciary, to which was referred H.B. No. 1588, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF TRANSPORTATION,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to mitigate traffic noise in urban areas.

 

     More specifically, the measure:

 

     (1)  Establishes within the Department of Transportation a Noise Detection Camera Program;

 

     (2)  Requires the Department of Transportation to:

 

          (A)  Collaborate with the Department of Health to establish procedures to implement the program;

 

          (B)  Collaborate with the counties to establish procedures or memoranda of agreement to enforce applicable noise control ordinances;

 

          (C)  Submit annual reports to the Legislature regarding the program; and

 

          (D)  Adopt rules for the program.

 

     Your Committees received written comments in support of this measure from the Department of Transportation, Waikiki Neighborhood Board, Hawaii Medical Service Association, and six individuals.

 

     Your Committees received written comments on this measure from one individual.

 

     Your Committees find that the Department of Transportation has been actively involved in piloting traffic noise detection camera technology, which has shown promise in providing evidence for law enforcement to take action against vehicles that emit excessive noise.  Your Committees also find that the program proposed by this measure aligns with the Department's ongoing efforts to address noise pollution and ensure public safety on public roadways.

 

     Your Committees have amended this measure by changing the effective date to July 1, 2050, to facilitate further discussion on the measure.

 

     As affirmed by the records of votes of the members of your Committees on Ways and Means and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1588, H.D. 1, as amended herein, and recommend that it pass Third Reading in the form attached hereto as H.B. No. 1588, H.D. 1, S.D. 1.
