Your Committee on Labor and Technology, to which was referred Governor's Message No. 635, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Lance Larsen, Jr. for service on the Board of Trustees of the Deferred Compensation Plan.
Your Committee received testimony in support of the nomination for the reappointment of Lance Larsen, Jr. from the Department of Human Resources Development, Board of Trustees of the Deferred Compensation Plan, and eleven individuals.
Upon review of the testimony, your
Committee finds that Mr. Larsen's background and dedication to serving the
public qualify him to be appointed to the Board of Trustees of the Deferred
Compensation Plan (Board) as a public employee member. Your Committee notes that Mr. Larsen has been a public
employee since 2008 and currently serves as a Civil Rights Compliance
Specialist for the Civil Rights Compliance Branch of the Department
of Education, where he ensures staff, student, and systemic compliance with
federal and state civil rights requirements and conducts investigations
involving alleged violations of civil rights laws, policies, and
procedures. Previously, Mr. Larsen served as a Chief
Division Counsel Assistant for the United States Department of Justice, Federal
Bureau of Investigation, where he managed Federal Tort Claims Act matters, ensured
compliance within the Honolulu Division, and recommended program improvements in
response to changes in policies, procedures, case law, and legislation. Your Committee further notes that Mr. Larsen
has
been serving on the Board since 2021, where he has demonstrated a thorough understanding
of the
Deferred Compensation Plan and spearheaded efforts to increase awareness of
and participation in the Plan within the Department of Education. Your Committee finds that Mr. Larsen has
extensive knowledge of federal and state compliance requirements governing
public programs and is dedicated to serving in the best interests of the Plan's
participants. Your Committee
finds that Mr. Larsen's experience and knowledge will continue to enhance
the effectiveness of the Board. Your
Committee therefore recommends that Lance Larsen, Jr. be reappointed to the Board
of Trustees of the Deferred Compensation Plan based on his experience,
knowledge, and commitment to public service.
