STAND. COM. REP. NO. 3827

Honolulu, Hawaii

RE:     GOV. MSG. NO. 633

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Labor and Technology, to which was referred Governor's Message No. 633, submitting for study and consideration the nomination of:

Hoisting Machine Operators Advisory Board

G.M. No. 633

REGAN TANIGUCHI

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Regan Taniguchi for service on the Hoisting Machine Operators Advisory Board.

Your Committee received testimony in support of the nomination for the appointment of Regan Taniguchi from the Department of Labor and Industrial Relations.

Upon review of the testimony, your Committee finds that Mr. Taniguchi's background and dedication to serving the public qualify him to be appointed to the Hoisting Machine Operators Advisory Board as an at-large member.  Your Committee notes that Mr. Taniguchi has been a crane operator for more than two decades, during which he has consistently performed critical lifting operations, structural steel installations, and heavy-equipment support in industrial, maritime, and construction settings.  Mr. Taniguchi currently works as a Crane Operator for Hawaiian Dredging Construction Company, where he operates, maintains, assembles, and disassembles various types of cranes and other equipment, and advises on crane matters, training, and operator qualifications.  Mr. Taniguchi's extensive knowledge is reflected in his certifications in lattice boom, tower, swing cab, and fixed cab cranes issued by the National Commission for the Certification of Crane Operators, class A commercial driving license, forklift certification, and rigging and signal certification.  Your Committee further notes that Mr. Taniguchi has been serving on the Hoisting Machine Operators Advisory Board as an interim member and has a thorough understanding of the role and responsibilities of its members.  Your Committee finds that Mr. Taniguchi's extensive experience in crane operations will continue to enhance the effectiveness of the Hoisting Machine Operators Advisory Board.  Your Committee therefore recommends that Regan Taniguchi be appointed to the Hoisting Machine Operators Advisory Board based on his knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Labor and Technology,
