Your Committee on Labor and Technology, to which was referred Governor's Message No. 629, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Trang Malone for service on the Hawaii Workforce Development Council.
Your Committee received testimony in support of the nomination for the reappointment of Trang Malone from the Department of Labor and Industrial Relations, Workforce Development Council, Hawaii Job Corps, U.S. VETS Waianae, and ten individuals.
Upon review of the testimony, your Committee finds that Ms. Malone's background and dedication to serving the public qualify her to be appointed to the Hawaii Workforce Development Council as a private sector member. Your Committee notes that Ms. Malone has been working in the fields of human resources and health care for over thirty years, demonstrating her commitment to workforce development. Ms. Malone has been serving as a Workforce Initiatives Manger at CVS Health since 2021, where she focuses on building partnerships with government agencies, nonprofits, and community organizations to expand access to career opportunities and promote diversity through hands-on training programs in pharmacies and retail settings. Previously, Ms. Malone served in the United States Army for twenty-seven years in various positions in the fields of human resources and health care, during which she built teams, managed complex, interdependent projects, and collaborated to deliver results. Your Committee further notes that Ms. Malone has been serving on the Hawaii Workforce Development Council since 2023, where she is widely recognized as a collaborative, thoughtful, and action-oriented leader who contributes to the Council's initiatives. She has served as Chair of the Council's Military and Veteran Affairs Committee, where she was instrumental in elevating the Council's focus on military spouses, transitioning service members, and veterans. In November 2025, Ms. Malone was elected Vice Chair of the Council, reflecting the confidence and respect of her peers. Your Committee finds that Ms. Malone's experience, knowledge, and leadership will continue to enhance the effectiveness of the Council. Your Committee therefore recommends that Trang Malone be reappointed to the Hawaii Workforce Development Council based on her experience, knowledge, and commitment to public service.
