     Your Committee on Health and Human Services, to which was referred Governor's Message No. 567, submitting for study and consideration the nomination of: 

 

State Rehabilitation Council

for a term to expire 06-30-2027,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by James Montgomery for service on the State Rehabilitation Council.

 

     Your Committee received testimony in support of the nomination for the appointment of James Montgomery from the Division of Vocational Rehabilitation of the Department of Human Services.

 

     Upon review of the testimony, your Committee finds that Mr. Montgomery's background and dedication to serving the public qualify him to be appointed to the State Rehabilitation Council as a member who is representative of business, industry, and labor.  Your Committee notes that Mr. Montgomery has been serving as the Director of the Business Department at the Naval Supply Systems Command Fleet Logistics Center Pearl Harbor (NAVSUP FLC Pearl Harbor) since 2023, where he serves as the command's senior authoritative source for manpower activities, including hiring processes, requests for personnel actions, organizational change actions, organizational charts, Equal Employment Opportunity reporting, awards, and other key programs supporting the effective staffing and operation of NAVSUP FLC Pearl Harbor.  Previously at NAVSUP FLC Pearl Harbor, Mr. Montgomery was the Division Director of Talent Management, providing oversight, guidance, and direction through command-wide policies, programs, and procedures in the areas of personnel management, organizational planning, reorganization, functional realignments, and intra- and inter-service partnerships.  Your Committee finds that Mr. Montgomery has a thorough understanding of the role and responsibilities of council members and his extensive experience in federal workforce and talent management, organizational planning, and personnel systems will enhance the effectiveness of the Council.  Your Committee therefore recommends that James Montgomery be appointed to the State Rehabilitation Council based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
