     Your Committee on Health and Human Services, to which was referred Governor's Message No. 553, submitting for study and consideration the nomination of: 

 

State Council on Developmental Disabilities

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Anne Chipchase for service on the State Council on Developmental Disabilities.

 

     Your Committee received testimony in support of the nomination for the reappointment of Anne Chipchase from the State Council on Developmental Disabilities and Hawaii Disability Rights Center.

 

     Upon review of the testimony, your Committee finds that Ms. Chipchase's background and dedication to serving the public qualify her to be appointed to the State Council on Developmental Disabilities as a member who is a representative of the state protection and advocacy system.  Your Committee notes that Ms. Chipchase has an extensive history contributing to her community's health needs and has been working as an Advocate for the Hawaii Disability Rights Center since 2022, where she has been instrumental in establishing community programs for individuals with disabilities to promote the practice of self-advocacy and determination.  Previously, Ms. Chipchase was a Licensed Certified Medicare Agent for Pacific Benefit Options from 2021 to 2024, Senior Engagement Partner for Ohana Health Plan, Inc. from 2008 to 2019, and Director of Development for the National Kidney Foundation of Hawaii from 2006 to 2007.  Your Committee further finds that Ms. Chipchase has served for numerous charitable organizations, including currently serving as a member of the Board of Directors of the Honolulu Community Action Program and previous Board President of the Hawaii State Rural Health Association.  Your Committee further notes that Ms. Chipchase has served on the State Council on Developmental Disabilities since 2024 and has a thorough understanding of the roles and responsibilities of council members.  Your Committee finds that Ms. Chipchase's experience and knowledge will continue to enhance the effectiveness of the Council.  Your Committee therefore recommends that Anne Chipchase be reappointed to the State Council on Developmental Disabilities based on her experience, knowledge, and commitment to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
