A BILL FOR AN ACT
Relating to capital improvement projects for the benefit of the seventh senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
1. Molokai irrigation system
A. Replacement of corroded couplings and underground valves, painting of transmission lines, and repair of transmission lines near the reservoir inlet.

B. Baseyard improvements.
Design $350,000
Construction $250,000
Total funding $600,000
C. Improvements of the road to the west portal.

D. Assessment of improvements to transmission and distribution pipelines, shut-off valves, air‑relief valves, and blow-off valves.

E. Permanent fix to two twenty‑four‑inch valves along Haukea avenue, at the intersections of Moomomi avenue and Maunaloa highway, and additional valves.
Construction $500,000

2. Department of Transportation
A. Airfield improvements.
Total funding $11,000,000
B. Airport improvements for Kahului airport, Maui.
Total funding $9,500,000
C. Airport improvements for Hana airport, Maui.
Total funding $11,386,000
D. Statewide airport improvements.
Total funding $31,000,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2028, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sum appropriated in item 1 shall be expended by the department of agriculture and biosecurity; and
(2) The sum appropriated in item 2 shall be expended by the department of transportation.
SECTION 4. This Act shall take effect on July 1, 2026.
