A BILL FOR AN ACT
Relating to Homelessness.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
(1) Consolidating the statewide office on homelessness and housing solutions with the homeless programs office under a single centralized entity that shall be responsible for overseeing all of the department of human services' homelessness efforts;
(2) Establishing a data collection office within the consolidated entity that shall be responsible for collecting data on homelessness, including data from programs currently administered by the homeless programs office;
(3) Establishing requirements and procedures for data reporting to the data collection office by any programs currently receiving financial assistance from the homeless programs office; provided that the consolidated entity's data collection office may establish specific requirements upon its implementation;
(4) Establishing a plan for data sharing and collaboration between the consolidated entity and continuums of care; and
(5) Defining the responsibilities of any sub-office established within the consolidated entity, in addition to the data collection office.
SECTION 2. Section 346-389, Hawaii Revised Statutes, is amended to read as follows:
"[[]§346-389[]] Annual [report.] reports. (a)
The coordinator shall submit an annual progress report to the legislature
no later than twenty days prior to the convening of each regular session. The report shall include:
(1) Performance metrics relating to reducing the number of persons experiencing homelessness in the State;
(2) Performance metrics relating to housing and services inventory gaps, including but not limited to the number of persons experiencing homelessness served and placed into permanent housing and the cost per person served; and
(3) Performance metrics to evaluate the State's performance on homeless services, housing, care coordination, and other needed services to end homelessness in the State.
(b) Beginning with the regular session of , the office, and any successor entity, shall submit reports to the legislature no later than twenty days prior to the convening of each regular session, including:
(1) The status of the kauhale initiative, including data on:
(A) The number of individuals served;
(B) Lengths of stay; and
(C) Movement within the housing ladder;
(2) State contracts relating to homelessness, including the homeless outreach and navigation for unsheltered persons program, which shall detail:
(A) The scope of the contracts;
(B) The number of individuals served by contracted services; and
(C) Information about movement through the housing ladder facilitated by the contracts;
(3) Information on the department of human services' efforts to address homelessness, including:
(A) The consolidated entity's long-term plans to address homelessness;
(B) Point-in-time counts;
(C) Data on the total number of individuals served by the consolidated entity;
(D) Data on the total number of individuals utilizing any programs administered by the consolidated entity; and
(E) Data reflecting the success of any program administered by the consolidated entity; and
(4) Any other reports mandated by law."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $8,308,000 or so much thereof as may be necessary for fiscal year 2026-2027 to be allocated as follows:
(1) $8,000,000 for the management of contracts with the city and county of Honolulu, and any subcontracted partners, for the homeless outreach and navigation for unsheltered persons program and aala respite program; and
(2) $308,000 for the administration of the Hawaii interagency council on homelessness and the operating budget of the statewide office on homelessness and housing solutions.
The sum appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 4. The director of finance is authorized to issue general obligation bonds in the sum of $10,100,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2026-2027 for purposes of the kauhale initiative development project and related capital improvement projects.
The sum appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 5. The appropriation made for the capital improvement projects authorized by section 4 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2028, shall lapse as of that date.
SECTION 6. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 7. This Act shall take effect on July 1, 2026.
