relating to licensure.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  Chapter 451A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§451A-    Temporary license.  (a)  The director may issue a temporary license to engage in the practice of dealing and fitting of hearing aids to qualified individuals in a structured training program.

     (b)  The director shall establish educational and training standards with which a person applying for temporary licensure under this section shall comply; provided that these standards shall allow for a student enrolled in grades nine through twelve to qualify for temporary licensure under this section.  The director shall establish requirements for eligible structured training programs.

     (c)  The applicant shall be enrolled in a structured training program on the date of application.  The applicant shall file a complete application, as prescribed by the director, and pay all required fees.  A temporary license shall be issued only once to each person.

     (d)  A temporary license under this section shall authorize the person to whom the license is issued to engage in the practice of dealing and fitting of hearing aids to the extent as determined by the director.  The director shall establish supervision requirements, limitations on scope and duration of practice, and other conditions applicable to temporary licensure under this section.

     (e)  If any person who is issued a temporary license pursuant to this section fails to apply for, or to take, the examination for licensure pursuant to section 451A-6 scheduled by the director immediately following the person's graduation from high school, fails to pass the examination, or otherwise fails to receive licensure under section 451A-2, all privileges under this section shall automatically cease upon written notification sent to the applicant by the director.

     (f)  For the purposes of this section, "structured training program" means a director-approved training program with curriculum and skill development aligned with the education, experience, and examination requirements for full licensure under section 451A-2."

SECTION 2.  New statutory material is underscored.

SECTION 3.  This Act shall take effect upon its approval.
