A BILL FOR AN ACT
RELATING TO WATER POLLUTION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the water pollution control revolving fund loan program is a federal-state partnership that assists in financing the construction of water pollution control projects necessary to prevent contamination of groundwater and coastal resources, and to protect the health, safety, and welfare of the State. To achieve these purposes, the program provides low-interest loans to state and county agencies to construct water pollution control projects. Since 1991, this program has provided approximately $1,300,000,000 in low-interest loans to one hundred thirty-two water pollution control projects.
The legislature further finds that the quality of the environment and the economy of the State are both of utmost importance to the welfare of the people of Hawaii and that there is increasing demand for the improvement of wastewater system infrastructure in the State, the delay of which could pose health hazards for residents statewide.
The legislature additionally finds that further capitalization of this program will advance water pollution prevention and control projects in the State.
Accordingly, the purpose of this Act is to appropriate additional capitalization funds to the water pollution control revolving fund.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2026-2027 to be deposited into the water pollution control revolving fund established by section 342D-83, Hawaii Revised Statutes.
SECTION 3. There is appropriated out of the water pollution control revolving fund the sum of $ or so much thereof as may be necessary for fiscal year 2026-2027 for the purposes of the water pollution control revolving fund loan program, including providing low-interest loans for water pollution prevention and control projects.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2026.
