            SECTION 1.  Senate Bill No. 2471, S.D. 2, H.D. 2, C.D. 1, is amended by changing the date in section 6 on page 7, line 9; section 10 on page 16, line 3; section 18 on page 28, line 8; section 20 on page 32, line 19; and section 21 on page 37, line 9, from January 1, 2027, to July 1, 2027, beginning from which entities may no longer expend moneys on or participate in any election activity or ballot-issue activity.

 

            SECTION 2.  Senate Bill No. 2471, S.D. 2, H.D. 2, C.D. 1, is amended by amending the nonseverability language in section 6 on page 11, lines 14 to 19; section 10 on page 20, lines 2 to 7; section 16 on page 25, lines 2 to 7; section 18 on page 29, line 19, to page 30, line 3; section 20 on page 36, lines 14 to 19; and section 21 on page 38, line 19, to page 39, line 2, to read as follows:

 

          "If a final judgment, no longer subject to appeal, by a court of competent jurisdiction limits, invalidates, or enjoins the operation of this subsection, in whole or in part, in any respect, including as applied to any person, entity, or circumstance, or renders this subsection as having no legal effect, in whole or in part, in any respect, including as applied to any person, entity, or circumstance, as of the entry of such judgment, then the entirety of Act    , Session Laws of Hawaii 2026, shall be deemed invalid and have no force or effect."

 

 

            SECTION 3.  Senate Bill No. 2471, S.D. 2, H.D. 2, C.D. 1, section 27, is amended by changing the effective date from January 1, 2027, to July 1, 2027, to read as follows:

 

            "SECTION 27.  This Act shall take effect on July 1, 2027."
