HOUSE RESOLUTION

 

 

URGING THE CITY AND COUNTY OF HONOLULU TO ESTABLISH A MAKAKILO DRIVE EXTENSION TASK FORCE.

 

 

 


     WHEREAS, traffic congestion and limited roadway access in west Oahu, particularly in the Makakilo area, have created persistent safety, mobility, and economic challenges for residents; and

 

     WHEREAS, an extension of Makakilo Drive has long been identified as a critical infrastructure project to improve connectivity, reduce emergency response times, and support responsible residential and commercial growth; and

 

     WHEREAS, fragmented jurisdiction between state and municipal entities has contributed to delays in the planning, permitting, and implementation of the Makakilo Drive extension project; and

 

     WHEREAS, sustainable infrastructure practices, including environmentally responsible design and energy-efficient technology, are essential to Hawaii's long-term climate resilience and environmental stewardship goals; and

 

     WHEREAS, public transparency in major state and county infrastructure projects strengthens government accountability, trust, and fiscal responsibility; and

 

     WHEREAS, a task force focusing on the Makakilo Drive extension project could significantly streamline interagency coordination, encourage sustainable infrastructure practices, and enhance public transparency; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, that the City and County of Honolulu is urged to establish a Makakilo Drive Extension Task Force to streamline and collaboratively advance efforts for the Makakilo Drive extension project; and

 

     BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to invite the following members or their designees to participate as members of the task force:

 

     (1)  The Director of the Department of Transportation Services of the City and County of Honolulu, who is requested to serve as co-chair of the task force;

 

     (2)  The Managing Director of the City and County of Honolulu, who is requested to serve as co-chair of the task force;

 

     (3)  The Director of the Department of Planning and Permitting of the City and County of Honolulu; and

 

     (4)  Two individuals whose primary residence is in west Oahu, including the areas of Makakilo, Ewa Beach, Kapolei, Waianae, or Waipahu, and whom the Mayor of the City and County of Honolulu is requested to appoint; and

 

     BE IT FURTHER RESOLVED that the City and County of Honolulu may invite representatives from state agencies as members of the task force; and

 

     BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to establish the following responsibilities for the task force:

 

     (1)  Coordinating planning, land acquisition, permitting, and construction activities;

 

     (2)  Identifying and resolving administrative or regulatory delays;

 

     (3)  Ensuring extension project compliance with sustainability and transparency best practices;

 

     (4)  Submitting quarterly progress reports to the Honolulu City Council and state legislators representing Senate District 22 and House District 43; and

 

     (5)  Submitting an annual report to the Legislature at least twenty days prior to the convening of each Regular Session that the task force exists; and

 

     BE IT FURTHER RESOLVED that the task force is requested to cease to exist on June 30, 2028, or upon the submission of its eighth quarterly progress report, which shall serve as its final report, whichever is sooner; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Chair of the Honolulu City Council, Managing Director of the City and County of Honolulu, Director of Transportation Services of the City and County of Honolulu, and Director of the Department of Planning and Permitting of the City and County of Honolulu.
