HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF EDUCATION, AND CITY AND COUNTY OF HONOLULU TO ENSURE THE SAFETY OF MILILANI ʻIKE ELEMENTARY STUDENTS USING SCHOOL CROSSWALKS.

 

 

 


     WHEREAS, the Department of Transportation reported one hundred and twenty-nine traffic fatalities statewide in 2025, the highest since 2007; and

 

     WHEREAS, the one hundred and twenty-nine traffic fatalities were a combination of motor vehicle occupants, pedestrians, motorcyclists, scooter riders, bicyclists, and people riding non-traditional conveyances; and

 

     WHEREAS, pedestrian fatalities are a significant concern in Hawaii, with thirty-eight deaths recorded in 2025; and

 

     WHEREAS, the United States Department of Transportation Federal Highway Administration recommends implementing visibility enhancements, such as signage and lighting, in high traffic areas where standard crosswalks are insufficient; and

 

     WHEREAS, implementing speed bumps can lead to a forty percent reduction in speed, leading to a sixty percent reduced risk of automobile injury or death; and

 

     WHEREAS, Meheʻula Parkway serves as a main thoroughfare through Mililani, extending to Mililani Mauka, resulting in increased traffic and potentially dangerous speeds; and

 

     WHEREAS, Mililani ʻIke Elementary School features a particularly dangerous crosswalk in a high traffic area intersecting Kuaoʻa Street and Meheʻula Parkway; and

 

     WHEREAS, while in the crosswalk, residents have experienced near pedestrian accidents particularly for families crossing the street before and after school; and

 

     WHEREAS, while the crosswalk features painted stripes and some signage, these measures are insufficient to protect against the dangers of the road; and

 

     WHEREAS, Mililani ʻIke Elementary School's Meheʻula Parkway and Kuaoʻa Street crosswalk could significantly benefit from the visibility enhancement measures recommended by the federal Department of Transportation; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, the Senate concurring, that the Department of Transportation, Department of Education, and City and County of Honolulu are urged to ensure the safety of Mililani ʻIke Elementary students using school crosswalks; and

 

     BE IT FURTHER RESOLVED, that the Department of Transportation, Department of Education, and City and County of Honolulu are urged to implement more visibility enhancement measures on the Meheʻula Parkway and Kuaoʻa Street crosswalk at Mililani ʻIke Elementary School; and

 

     BE IT FURTHER RESOLVED that warning signage is requested to be implemented on the road leading up to the crosswalk; and

 

     BE IT FURTHER RESOLVED that speed bumps and corresponding signage are requested to be constructed near the crosswalk to encourage drivers to reduce their speed and warn them of upcoming crossings; and

 

     BE IT FURTHER RESOLVED that a "STOP Here for Pedestrians" sign is requested to be installed up to fifty feet in advance of the crosswalk; and

 

     BE IT FURTHER RESOLVED that the Meheʻula Parkway and Kuaoʻa Street intersection is requested to be outfitted with a solar-powered, rapid flashing crosswalk sign to alert drivers of pedestrians; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Superintendent of Education, Chairperson of the Board of Education, Mayor of the City and County of Honolulu, and Honolulu City Councilmember representing District 8.
