SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $120,659,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2026-2027 for the purpose of capital improvement projects for the eleventh representative district, as follows:

1. South Maui mauka high level reuse water system

Design for a South Maui R-1 water reservoir, to be expended by the department of accounting and general services with a 1:1 match by County of Maui.

Design $250,000

Total funding $250,000

The sum appropriated for this capital improvement project shall be expended by the county of Maui.

2. Kihei small boat harbor repairs

Construction for repair of existing unsafe boat ramp and docks.

Construction $5,500,000

Total funding $5,500,000

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

3. Kulanihakoi high school kitchen

Equipment and appurtenances for basic kitchen equipment to allow the cooking of local meals.

Equipment $35,000

Total funding $35,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

4. Kihei mauka bypass

Plans for the Kihei bypass from Maui Meadows north of the Piilani highway to the Kulanihakoi school area to serve as fire emergency egress and traffic mitigation.

Plans $200,000

Total funding $200,000

The sum appropriated for this capital improvement project shall be expended by the department of transportation.

5. Kihei public library flood zone managed retreat

Plans for moving the state library in Kihei out of a flood zone.

Plans $200,000

Total funding $200,000

The sum appropriated for this capital improvement project shall be expended by the department of agriculture and biosecurity.

6. Kamalii elementary school air conditioning

Plans, design, and construction for new heating ventilation and air conditioning system.

Plans $50,000

Design $50,000

Construction $2,400,000

Total funding $2,500,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

7. Kamalii elementary school building C roof

Construction and equipment and appurtenances for the roofing of building C.

Construction $50,000

Equipment $300,000

Total funding $350,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

8. Kihei elementary school special education classroom

Plans, design, and construction for a special education classroom building.

Plans $1,000,000

Design $1,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

9. Kulanihakoi high school athletics complex

Plans, design, and construction for an athletic complex, including a gym, track, football field, and courts.

The sum appropriated for this capital improvement project shall be expended by the department of education.

10. Kulanihakoi high school grade separated school crossing

Plans, design, and construction for a grade separated school crossing that is compliant with the Americans with Disabilities Act.

Total funding $20,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

11. Rock wall repairs and storm mitigation

Design and construction for rock wall repairs and storm mitigation at TMK 3-9-001-012-0000.

Construction $250,000

Total funding $274,000

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

12. Kaho‘olawe island reserve commission educational center

Plans, design, and construction for updated community planning and museum exhibition designs, complete designs and construction drawings, soliciting a builder, and constructing boathouse upgrades.

Design $3,000,000

Construction $900,000

Total funding $4,250,000

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

13. Kaho‘olawe island reserve commission boathouse expansion

Construction for expansion of the Kaho‘olawe island reserve commssion Kihei boathouse, pavillion, and comfort stations.

Construction $600,000

Total funding $600,000

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

14. Kihei boat ramp basin dredging

Construction for maintenance dredging of the Kihei boat ramp basin and entrance channel.

Construction $3,500,000

Total funding $3,500,000

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2028, shall lapse as of that date.

SECTION 3. This Act shall take effect on July 1, 2026.
