A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-sixth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $3,060,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2026-2027 for the purpose of capital improvement projects for the twenty-sixth representative district, as follows:
1. Queen Ka‘ahumanu elementary school
Plans and construction for a six foot fence and gates around the perimeter of the school.
Plans $200,000
Construction $500,000
Total funding $700,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. McKinley high school
Plans and construction for air conditioning and electrical upgrades.
Plans $100,000
Construction $400,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Halau Ku Mana new century public charter school
Construction for ground stabilization of the lower parking area to prevent erosion, improve safety, and ensure long-term usability of the area.
Construction $90,000
Total funding $90,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Halau Ku Mana new century public charter school
Equipment and appurtenances for four school vehicles to provide for daily student transportation, cultural learning excursions, athletic events, and community engagement activities.
Equipment $320,000
Total funding $320,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Halau Ku Mana new century public charter school
Construction for a permanent wastewater system installation and new lunch and outdoor classroom areas.
Construction $90,000
Total funding $90,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Papakōlea Community Development Corporation
Plans for Pūowaina NHECC Phase II to complete detailed design and construction drawings needed to capitalize and construct the Native Hawaiian Education and Culture Center.
Plans $700,000
Total funding $700,000
The sum appropriated for this capital improvement project shall be expended by the department of Hawaiian home lands.
7. Papakōlea Comunity Development Corporation
Plans for replacement of the Papakōlea Basketball Complex.
Plans $660,000
Total funding $660,000
The sum appropriated for this capital improvement project shall be expended by the department of Hawaiian home lands.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2028, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2026.
