RELATING TO THE HAWAIIAN LANGUAGE. Requires that the Hawaiian version of a law be held binding if the law in question was originally drafted in Hawaiian, or if the law was originally drafted in English and if the law was subsequently amended, codified, recodified, or reenacted in Hawaiian, and meets certain criteria. RELATING TO DISCRIMINATION. Establishes provisions relating to civil remedies for discriminatory reporting to a law enforcement officer. Provides that any person who contacts a law enforcement officer to contact a person on the basis of the person's actual or perceived race, color, ancestry, ethnicity, national origin, place of birth, sex, age, religion, disability, sexual orientation, or gender identity with the specific intent to infringe upon the person's certain rights shall be civilly liable for resulting damages. Requires the Department of Law Enforcement, in consultation with the Hawaii Civil Rights Commission, to provide guidance to the public on the enactment of this Act. Effective 9/1/2025. (SD2)

RELATING TO SENTENCING OF MINOR DEFENDANTS. Requires courts to consider certain factors when sentencing a person convicted as an adult for an offense that the person committed when the person was a minor. Allows courts to reduce a mandatory minimum period of incarceration or depart from a mandatory sentencing enhancement if the court determines that the reduction or departure is warranted given certain factors.

RELATING TO FAMILY COURTS. Establishes a minimum age of twelve for adjudication for any alleged or attempted violation of law. (SD1)

RELATING TO THE DETENTION OF MINORS. Prohibits minors from being held in jails, lockups, or prisons for adults.

RELATING TO COMMUNITY OUTREACH BOARDS. Defines community outreach board to mean a board established to serve in a community advisory capacity under a county commission or a county department. Includes community outreach boards in existing provisions of the Sunshine Law relating to neighborhood boards. Authorizes neighborhood board and community outreach board members to attend meetings or presentations related to official board business statewide. Effective 1/1/2491. (SD1)

RELATING TO CONSUMER PROTECTION. Prohibits businesses from offering, displaying, or advertising the price of a live-event tickets or short-term lodging without clearly and conspicuously disclosing the maximum total of all fees or charges; provided that government charges, shipping charges, and fees or charges for optional goods or services may be excluded. Requires businesses to disclose clearly and conspicuously certain information, including the final amount of payment, before the consumer consents to pay for the live-event ticket or short-term lodging. Establishes that misrepresentation of any fees or charges in offers, displays, or advertisements for live-event tickets or short-term lodging by businesses constitutes an unfair or deceptive practice. RELATING TO BIOSECURITY. Renames the Department of Agriculture as the Department of Agriculture and Biosecurity (Department). Establishes a Deputy Chairperson for Biosecurity. Requires the Department to establish an emergency response team to respond to biosecurity events. Authorizes the Department to establish transitional facilities. Requires the Department of Commerce and Consumer Affairs to license and train biosecurity inspectors to inspect imported plants and animals. Requires inspection of various items transported interisland. Increases penalties for illegally transporting plants, animals, and microorganisms. Requires the Department to establish government-industry agreements to detect and respond to unwanted organisms in Hawaii. Authorizes pest management plans to address, contain, or eradicate pests. Transfers the Hawaii Invasive Species Council from the Department of Land and Natural Resources to the Department. Authorizes the Department to adopt rules to establish and enforce the Plant Care Component Program. Authorizes the Department to assess administrative penalties for the enforcement of the program. Appropriates funds. Effective 1/1/2050. (SD2)

RELATING TO DISASTER RECOVERY. Exempts reconstructions of any lawfully constructed structure that was damaged or destroyed in a disaster proclaimed by the Governor to constitute a state of emergency from the requirements of a special management area minor permit or a special management area use permit under certain conditions.
