Authorizes emergency medical technicians in the State to administer buprenorphine after the administration of an opioid antagonist during an opioid-related drug overdose response. Authorizes physicians to practice at organized ambulatory health care facilities even if the physician does not have hospital privileges at a licensed hospital in the same geographic location as the ambulatory facility. Provides that a written transfer agreement is not required to transfer a patient from an organized ambulatory health care facility to a licensed hospital.

Specifies that an employer may prove that the cancer or disease was not associated with the firefighting duties to deny medical benefits under workers' compensation law.

Allows a lessee the right to purchase the property at fair market value.

Authorizes the Hawaii Housing Finance and Development Corporation to establish a five-year community land trust equity pilot program to provide community land trusts with a line of credit to fund the acquisition, rehabilitation, renovation, or construction of housing for certain households and report to the Legislature regarding the pilot program. Appropriates moneys from the Dwelling Unit Revolving Fund for establishment of the pilot program.

Requires electric bicycle manufacturers and distributors to apply a label to each electric bicycle. Imposes a requirement that counties inform individuals of the applicable traffic code, safety information, and penalties for violations at the time of registering a bicycle.

Repeals the limit on the total fees and expenses that can be spent for the Program each year. Appropriates funds to the Department of Labor and Industrial Relations for the development and operation of the Program.

RELATING TO EMPLOYER-UNION HEALTH BENEFITS TRUST FUND CONTRIBUTIONS. Sets the amount of the employer contribution to the Hawaii employer-union health benefits trust fund as a fixed percentage of the health benefits plan or life insurance plan premium cost. Makes conforming amendments.

RELATING TO CONDOMINIUMS. Clarifies that the terms of a loan must first be sent to unit owners and approved by a majority of unit owners' consent to the loan. Requires a majority of unit owners to vote in favor of or provide written consent to maintenance fee increases before they take effect. Requires a forensic audit of an association's financial records no less frequently than once every three years, with the first forensic audit to be completed by 6/30/2026.

RELATING TO THE NURSE LICENSURE COMPACT. Authorizes the Governor to enter the State into a multistate Nurse Licensure Compact that will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state. Beginning 7/1/20 , requires each person who holds a multistate nurse license issued by another state and is employed by a health care facility to complete annual demographic data surveys. Authorizes the State Board of Nursing to charge different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State. Provides that the Nurse Licensure Compact shall become effective and binding in the State two years after the Act takes effect.

Clarifies that a taxpayer who previously claimed a renewable fuels production tax credit may claim another one for taxable years beginning after 12/31/2024. Clarifies and expands required information in the certified statement for the tax credit. Repeals the requirement that the Hawaii State Energy Office provide the taxpayer with a determination of whether the lifecycle greenhouse gas emissions for each type of qualified fuel produced is lower than that of fossil fuels.

Requires loan maintenance fees to be prorated daily to prevent consumers from incurring fees once the loan is paid off. Establishes within the Department of Land and Natural Resources the environmental stewardship fee program to collect a fee from visitors through an environmental stewardship license and allocate the revenue to protect, restore, and manage natural and cultural resources through grants to nonprofit organizations. Establishes the environmental stewardship fee special fund. Establishes the Environmental Stewardship Commission to make recommendations to the Board of Land and Natural Resources regarding the use of revenues in the special fund. Requires the Department of Land and Natural Resources to conduct rulemaking. Requires a report to the legislature, including an environmental stewardship fee strategic plan. Creates civil or administrative penalties to be imposed after July 1, 2030. Appropriates funds.
