Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 65, S.D. 2, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HOUSING,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to appropriate funds to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units.
Your Committee on Conference finds that the Hawaii
Public Housing Authority (HPHA) has a mission to provide safe, secure housing
to the State's most vulnerable populations, including low‑income
individuals and families, seniors, and individuals with disabilities. While HPHA supports many residents statewide,
existing properties require extensive capital improvements to ensure safety and
sanitation requirements are met. As HPHA
relies on federal funding for most of its operations, which is commensurate with
unit occupancy, rehabilitation of vacant units is of paramount importance to
maintaining a stable source of funding.
Therefore, this measure ensures continuity of HPHA operations and the
provision of reliable housing for the residents it serves.
Your Committee on Conference has amended this
measure by:
(1) Inserting an appropriation amount of $10,000,000 in general funds for the fiscal biennium for the Hawaii Public Housing Authority to rehabilitate, remodel, renovate, and repair housing units; and
(2) Changing its effective date to July 1, 2025.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 65, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 65, S.D. 2, H.D. 1, C.D. 1.
