Sir and Madam:

Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 583, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO NAMING RIGHTS,"

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

The purpose of this measure is to:

(1) Allow the naming rights of the Stadium and Convention Center to be leased to any public or private entity; and

(2) Require any revenues derived from advertising or marketing in or on the Stadium or Convention Center to be deposited into the appropriate special fund of the facility.

Your Committee on Conference finds that the cost to maintain and operate the Convention Center and new Aloha Stadium will place a significant financial burden on taxpayers and the State. This measure will allow public or private entities to lease naming rights for these facilities to provide additional funding sources to operate and maintain these facilities and alleviate the burden on taxpayers and the State.

Your Committee on Conference has amended this measure by:

(1) Inserting language that authorizes the display of the name of any entity that leased the naming rights to a stadium operated by the Stadium Authority on the exterior of the stadium;

(2) Changing its effective date to July 1, 2025; and

(3) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 583, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 583, S.D. 2, H.D. 1, C.D. 1.
