Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 383, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SMALL PURCHASES,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Increase the minimum amount for purchases constituting small purchase procurements that are subject to an electronic system from $25,000 to $50,000; and

 

     (2)  Require a report to the Legislature.

 

     Your Committee on Conference finds that the costs of goods have increased significantly since the threshold for small purchase procurements that are subject to an electronic system was originally set.  Due to inflation and higher costs, more small purchases than the Legislature originally intended are now required to adhere to the electronic procurement system.  Your Committee on Conference further finds that the requirements of the electronic system may be arduous and overly time-consuming during disaster recovery efforts, which are increasingly common and often require expedient small purchase procurements.  Therefore, this measure raises the minimum threshold for small purchase procurements that are subject to an electronic system to align with increased costs and facilitate more efficient disaster recovery efforts.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Making it effective upon its approval; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 383, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 383, S.D. 2, H.D. 1, C.D. 1.
