RELATING TO ELECTRIC VEHICLE CHARGING SYSTEMS.

Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met.  Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces.  Requires the Clean Ground Transportation Working Group to develop plans for public electric vehicle charging stations on each neighbor island and develop an expedited permitting process for electric vehicle charges and related supporting infrastructure.  Requires a report to the Legislature and counties.  (SD1)

RELATING TO AGRICULTURE.

Authorizes the Department of Agriculture to declare a biosecurity emergency in certain circumstances and with the approval of the Governor.  Outlines the terms of a declared biosecurity emergency.  Requires the Department to implement certain requirements for agricultural commodity importers.  Authorizes the Department to subpoena necessary documentation from agricultural commodity importers relating to a known or suspected infestation of pests.  Authorizes the Department to quarantine any farm, facility, or business that is known to be infested with pests.  (SD2)

RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System (ERS) and without loss or interruption of benefits provided by the ERS or under chapter 88, HRS, if the retirant is employed as an investigator in a position identified by the Department of the Attorney General or an excluded management position identified by the Department of Agriculture as a labor shortage or difficult‑to‑fill position, subject to certain conditions.  Requires the Director of Human Resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as investigators pursuant to this measure.  Effective 7/1/2050.  (SD3)

Requires defendants convicted of causing the death of a parent or legal guardian of a minor child or adult dependent child with disabilities by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.  (SD1)

RELATING TO HOUSING.

Prohibits a county from changing the land use designation or zoning of a parcel or parcels of property to a less intensive use or reducing the intensity of land use within an existing zoning district below what was allowed under the general plan or specific land use designation and zoning ordinances in effect on January 1, 2024.  Allows a county to change a land use designation or zoning ordinance to a less intensive use if the county concurrently enacts measures to ensure that there is no net loss in residential capacity.

Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale or rent in perpetuity to buyers or renters who are residents of the State, are owner-occupants or renters, and do not own any other real property.  Takes effect 4/14/2112.  (SD2)

RELATING TO THE CONTROLLING INTEREST TRANSFER TAX.

Establishes that the transfer of a controlling interest in an entity that owns real property in the State shall be subject to the conveyance tax established in Chapter 247, HRS.  Requires an unspecified amount of the taxes established under Chapter 247, HRS, to be deposited into the Dwelling Unit Revolving Fund.  Requires the Department of Taxation to adopt rules.  (SD2)

RELATING TO EDUCATION.

Authorizes the Department of Health to require the Department of Education to report coronavirus disease 2019 potential outbreaks or other public health emergencies and related information in a manner most appropriate to public health and safety, as determined by the Department of Health.  Repeals the requirement to publish the report on the Department of Education's website.  Prohibits the Department of Health from requiring the Department of Education to provide personally identifiable information in any report pursuant to the federal Family Educational Rights and Privacy Act.  Authorizes the Department of Education to provide personally identifiable information only after it has determined that a health or safety emergency exists.  (SD1)

Requires all telecommunications service providers to communicate relevant information relating to the deenergization of electrical lines to public safety or emergency response offices for the affected areas.  Requires all electric utilities to operate electrical lines and equipment in a manner that shall minimize the risk of catastrophic wildfire posed by the electrical lines and equipment.  Requires each electric utility to prepare a wildfire mitigation plan approved by the Public Utilities Commission and protocols for deenergizing electrical lines.  Allows the Public Utilities Commission to adopt rules.  Takes effect 7/1/2040.  (SD2)

RELATING TO PUBLIC UTILITIES.

Requires the Public Utilities Commission to direct each electric utility company in the State to file proposals for programs to provide certain benefits to residential property owners in fire-prone areas that install electric infrastructure improvements to reduce or eliminate the impacts of wildfires on their residential properties or purchase emergency equipment or supplies for use in deenergization events.  Takes effect 7/1/2040.  (SD2)

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a copy of a criminal background check or credit report that has not been falsely altered or makes a comprehensive reusable tenant report available to the landlord or the landlord's agent.  Requires a landlord or the landlord's agent to provide, upon request, a copy of an applicant's criminal background check or credit report.  Establishes penalties for providing a falsely altered copy of a background check or credit report.  Defines "falsely altered".  Takes effect 7/1/2040.  (SD2)

Authorizes HHFDC to issue bonds for housing project infrastructure and finance the development of regional state infrastructure projects.  Exempts bonds issued by HHFDC for improvements by assessments, and the interest thereon, from state, county, and municipal taxation, with certain exceptions.  Includes proceeds from bonds issued for regional state infrastructure projects as a source of revenue for regional state infrastructure subaccounts.  Authorizes regional state infrastructure subaccount revenues to be used to repay regional state infrastructure project bond holders.

Prohibits any person from advertising, displaying, or offering a price for the rental or letting of a transient accommodation or resort time share vacation unit that does not include all taxes and fees imposed by a government entity that the renter or guest must pay.  Requires a person to clearly and conspicuously display in each advertisement for the rental or letting of a transient accommodation or resort time share vacation unit a rate or price that includes all taxes and fees imposed by a government entity that the renter or guest must pay.  Requires any taxes and fees that are displayed as a percentage of the cost on a booking transaction to also be displayed as a dollar amount at the time of purchase.  Takes effect 7/1/2040.  (SD2)

Requires the Office of Elections to file an application with Electronic Registration Information Center, Inc. (ERIC), by 6/30/2025, for the State to be admitted as a member of that organization.  Requires the Office of Elections to share with each county the information and services made available by ERIC pursuant to the State's membership agreement with that organization.  Requires the Office of Elections and each county office that administers elections to use information and services made available by ERIC to verify their respective voter registration rolls.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  Effective 7/1/2050.  (SD2)

Adds a definition for "exigent circumstances" and amends the definition of "imminent harm" under the Child Protective Act.  Authorizes the child's family to consent to protective custody or temporary foster custody of a child.  Clarifies the circumstances when police officers shall assume protective custody of a child and when the Department of Human Services shall assume temporary foster custody of a child.  Authorizes the Department of Human Services to file a petition and seek an ex parte motion for protective custody if there is reasonable cause to believe that a child is subject to imminent harm.  Takes effect 7/1/2025.  (SD1)

RELATING TO INDECENT EXPOSURE.

Increases the criminal penalty for the offense of indecent exposure from a petty misdemeanor to a misdemeanor if the person to whom the genitals were exposed is less than 16 years of age.  Provides that the state of mind requirement is not applicable to the fact that the person to whom the genitals were exposed is less than 16 years of age and that the actor is strictly liable with respect to the attendant circumstance that the person to whom the genitals were exposed was less than 16 years of age.  (SD1)

Establishes the Hawaii Wildfire Relief Fund and Hawaii Wildfire Relief Fund Corporation to provide compensation for property damage resulting from catastrophic wildfires in the State.  Requires the Corporation's board to report to the Legislature.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Makes an appropriation.  Effective 7/1/2040.  (SD2)

Updates the Renewable Fuels Production Tax Credit to incentivize locally grown, produced, generated, or collected renewable fuel.  Extends the credit period from ten consecutive years to an unspecified length of time.  Increases the total amount of tax credits allowed to an unspecified amount in any calendar year.  Takes effect 1/1/2060.  (SD1)

Authorizes the temporary assignment of permanent legislative staff during the interim to executive or judicial branch agencies.  Establishes that while on temporary assignment, the temporarily assigned employee is still considered an employee of the Legislature and exempt from civil service.  Takes effect 7/1/2050.  (SD1)

RELATING TO HAWAIIAN HOME LANDS.

Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waitlist for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be at least 1/32 Hawaiian.  Takes effect 4/14/2112.  (SD2)

RELATING TO DESTINATION MANAGEMENT.

Amends the powers and duties of the Hawaii Tourism Authority.  Requires the HTA to develop destination management action plans for each county and to perform the actions specified in each destination management action plan.  Renames the HTA's tourism marketing plan as the strategic tourism management plan and amends the required components of the plan.  Requires the strategic tourism management plan to include statewide destination management and regenerative tourism efforts and programs.  (SD2)

Requires the Department of Agriculture to certify treatments performed on wood chips, compost, and filter socks.  Places certain restrictions on the distribution or transportation of plant care components without prior treatment certification from the Department.  (SD2)

Requires and appropriates moneys for the Department of Human Resources Development to submit an annual report to the Legislature on the telework policies of the Executive Branch.  Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees.  Appropriates funds to develop, implement, and administer the pilot telework monitoring system and to establish positions.  Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)
