RELATING TO NATURAL RESOURCE PROTECTION. Appropriates additional operational funds to the Department of Land and Natural Resources to protect, manage, and restore Hawaii's natural resources.

RELATING TO STATE WATER CODE PENALTIES. Adds a minimum penalty of $50 and a maximum penalty of $60,000 per violation of the State Water Code and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation.

RELATING TO WATER RESOURCES. Establishes an income tax credit to incentivize the voluntary relinquishment of private water systems. Directs the Attorney General to commence eminent domain proceedings in certain counties. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024‑2025.

RELATING TO HUNTING GUIDES. Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner of the private land, or occupier or holder, where appropriate. Requires hunting guides to provide copies of the written permissions obtained to hunt on private lands as part of their annual reports to the Department of Land and Natural Resources.

RELATING TO THE POLOLU VALLEY MANAGEMENT EFFORTS ON HAWAII ISLAND. Appropriates funds for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and positions to manage the trailhead and site. Appropriates funds. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO LAND LEASES. Prohibits the State from leasing any public lands, or extending the lease of any public lands, to any individual, corporation, or federal agency that is in arrears in the payment of certain moneys to the State, noncompliant with a consent decree or memoranda of agreement with the State that requires environmental maintenance or remediation with regard to the subject public lands, or convicted of a crime. Requires certification by the Office of the Governor before the issuance or extension of any federal lease that the individual, corporation, or federal agency is in good standing with the State. Provides that, if any existing lessee of public lands is found not to be in good standing with the State as of the effective date of this Act, the lessee shall have 3 years, or until the end of the lease term, whichever is sooner, to correct the violation or the lease shall be terminated.

RELATING TO THRILL CRAFT. Amends the definition of "thrill craft" in the state boating law.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Authorizes the Hawaii Community Development Authority to render services to and assist state and county agencies upon request.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT PLANNING. Amends the membership of the Hawaii Interagency Council for Transit-Oriented Development to replace the Director of Law Enforcement with the Director of Corrections and Rehabilitation.

RELATING TO THE DAM AND APPURTENANCE IMPROVEMENT OR REMOVAL GRANT PROGRAM. Establishes the Dam and Appurtenance Improvement or Removal Grant Program Special Fund to receive moneys for the Dam and Appurtenance Improvement or Removal Grant Program. Appropriates funds for the Dam and Appurtenance Improvement or Removal Grant Program.

RELATING TO RENT CREDITS FOR DEMOLITION AND INFRASTRUCTURE COSTS ON PUBLIC LAND LEASES. Repeals the sunset provision of Act 222, SLH 2021, to allow the Board of Land and Natural Resources to approve rent credits for demolition and infrastructure costs for public land leases beyond the currently scheduled sunset date of June 30, 2026.

RELATING TO UPDATING PUBLIC LAND LEASES ISSUED PURSUANT TO CHAPTER 171, HAWAII REVISED STATUTES. Requires that lease extensions approved by the Board of Land and Natural Resources (Board) be drafted on forms that reflect contemporary leasing practices and policies of the Board, and which shall control over conflicting or inconsistent provisions in the lease being extended.

RELATING TO INSPECTIONS ON PUBLIC LAND. Establishes a statutory framework for inspections of public land leases, licenses, and revocable permits by the Department of Land and Natural Resources.
