RELATING TO LAHAINA. Establishes the Lele Community District and Board to facilitate rebuilding in Lahaina.  Establishes the Lele Community Special Fund.  Declares that the general fund expenditure ceiling is exceeded.  Makes appropriations.  Takes effect 1/1/2060.  (SD1)
