RELATING TO SMALL PURCHASES.

Increases the minimum amount for purchases constituting small purchase procurements from $25,000 to $50,000.  Sets a small purchase procurement minimum amount of $75,000 for federally declared disaster areas; provided that such procurements are reported to the State Procurement Office.  Requires a report to the Legislature.  Takes effect 1/1/2112.  (SD1)

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO INCREASE THE MANDATORY RETIREMENT AGE FOR STATE JUSTICES AND JUDGES.

Proposes a constitutional amendment to increase the mandatory retirement age for justices and judges from 70 to 75 years.

Requires the Department of Labor and Industrial Relations to establish and administer a family leave insurance program.  Provides family leave insurance benefits and extends the period of family leave to sixteen weeks for businesses that employ one or more employees who meet the hourly qualifications.  Eliminates the previous threshold of one hundred employees for employers to be subject to the family leave law.  Declares that the general fund expenditure ceiling is exceeded.  Appropriates funds.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE EMPLOYMENT OF A MINOR.

Allows minors under the age of sixteen to work in theatrical employment provided that the employer procures a valid certificate of employment, and the minor is accompanied by a parent, guardian, or a certain responsible adult.  Requires a nurse certified in basic life support to accompany, supervise, and advocate on behalf of an infant on set who is under the age one.  Requires a studio teacher to accompany, teach, and attend to the well-being of minors who have attained the age of five years and are required to but have been excused from attending school. Defines "nurse" and "studio teacher".  Takes effect 7/1/2050.  (SD1)

Establishes, exempt from chapter 76, HRS, the position of a Housing Policy and Program Coordinator in the Hawaii Public Housing Authority, whose salary shall be set by the Executive Director of the Hawaii Public Housing Authority.  Clarifies that the employment of certain positions and the adjustment of salaries are authorized by the Executive Director and not the Board of Directors.  Deletes the wage ceiling requirement for positions in the Hawaii Public Housing Authority.  (SD1)

Requires the Hawaii Employer-Union Health Benefits Trust Fund base composite monthly contribution to be adjusted annually beginning 1/1/2025 by increasing the contribution in effect on 1/1/2024 by 5.2 per cent, and thereafter based on the changes in Medicare part B premiums for the previous plan year.
