RELATING TO AGRICULTURE.

Allows the Department of Agriculture to declare a biosecurity emergency in certain circumstances and with the approval of the Governor.  Outlines the terms of a declared biosecurity emergency.  Requires the Department to implement certain requirements for agricultural commodity importers.  Allows the Department to fine agricultural commodity importers who fail to comply with the requirements.  Allows the Department to subpoena necessary documentation from agricultural commodity importers relating to a known or suspected infestation of pests.  Allows the Department to quarantine any farm, facility, or business that is known to be infested with pests. Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both.  Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.  (SD1)

Exempts career and technical education goods and services purchases by the Department of Education from the State Procurement Code.  Requires the Department of Education to acquire three verbal or written quotes for career and technical education purchases of not more than $100,000.  Repeals 7/1/2027.  (SD1)

RELATING TO HOUSING.

Authorizes HHFDC to issue bonds for housing project infrastructure and finance the development of regional state infrastructure projects.  Exempts bonds issued by HHFDC for improvements by assessments, and the interest thereon, from state, county, and municipal taxation, with certain exceptions.  Includes proceeds from bonds issued for regional state infrastructure projects as a source of revenue for regional state infrastructure subaccounts.  Authorizes regional state infrastructure subaccount revenues to be used to repay regional state infrastructure project bond holders.

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to prepare and periodically update the State Agriculture Functional Plan to include other agricultural economic updates, including aquaculture, that expand the State's priority on food by including freshwater and saltwater aquatic organisms as a viable food source.  Requires the Governor to submit the updated plan to the Legislature prior to the Regular Session of 2026.  (SD1)

Requires any travel report submitted by a state employee, officer, or other representative of any state department or agency, including the Judiciary and University of Hawaii, in connection with out-of-state or intra-state travel for purposes of official state business, to be made available for public review on the Comptroller's website.  Requires any personally identifiable information to be redacted from the published report.  Limits the information to be disclosed for travel reports relating to law enforcement operations.  Allows law enforcement agencies to delay the reporting of its travel report for law enforcement operation purposes.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  Takes effect 7/1/2112.  (SD1)

Requires the Department of Health to include in its annual report regarding Kalaupapa Settlement details and updated information, as available, regarding the permanent transfer to other governmental entities of the powers and duties of the Department over Kalaupapa Settlement.  Requires the Department of Health to report on its community engagement efforts with community stakeholders and the Molokai community.  Sunsets on the first 6/30 after the Revisor of Statutes receives a written gubernatorial proclamation that the referenced transfer is complete.  (SD1)

Establishes a 3-year new waste management solution and cesspool system demonstration pilot program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater and cesspool technology systems; implement those technologies in demonstration projects in areas across the State that are identified as priority level 1 in the 2021 Hawaii Cesspool Hazard Assessment and Prioritization Tool Report; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau.  Requires the University of Hawaii Water Resources Research Center to submit annual reports to the Legislature.  Establishes positions.  Declares that the general fund expenditure ceiling is exceeded.  Makes appropriations.  (SD1)

RELATING TO ACT 212, SESSION LAWS OF HAWAII 2021.

Repeals the requirement to transfer the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health.  Requires the Oahu Regional Health Care System to enter into an agreement with the Department of Health regarding Oahu Regional Health Care System taking care of low acuity patients in the Department's custody by the end of 2024.  Takes effect 12/31/2050.  (SD1)

RELATING TO URBAN DEVELOPMENT.

Prohibits county zoning ordinances from not allowing four or more residential units per residential lot within an urban district.  Requires the counties to allow for attached and detached additional units or accessory dwelling units but authorizes the counties to impose certain restrictions.  Provides that a parcel zoned for residential use that is in the state urban land use district shall not be prohibited from being subdivided, consolidated, or resubdivided under certain conditions.  Requires the counties to consider the square footage of a development when determining the development's proportionate share of public facility capital improvement costs.  Permits the appropriate board of water supply to calculate impact fees based on total number of fixtures when the public facility impacted is a water or sewage facility.  Takes effect 1/1/2026.  (SD1)

Amends the powers and duties of the Hawaii Tourism Authority.  Requires the HTA to develop destination management action plans for each county and to perform the actions specified in each destination management action plan.  Renames the HTA's tourism marketing plan as the strategic tourism management plan and amends the required components of the plan.  Requires the strategic tourism management plan to include statewide destination management and regenerative tourism efforts and programs.  Takes effect 1/1/2060.  (SD1)

Requires the Executive Office on Aging to contract for a statewide assessment of the needs of the long-term care workforce for home and community-based service providers.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
