RELATING TO INTERNSHIPS.

Permits and appropriates moneys for the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns.  Declares that the general fund expenditure ceiling is exceeded.  Provides that the State shall be the responsible employer for purposes of workers' compensation coverage when a student or recent graduate performs paid or unpaid work for a private or public employer as part of a school-approved, work‑based learning program.  Specifies that workers' compensation coverage for a recent graduate shall lapse on 7/31 of the graduating year.   Takes effect 7/1/2050.  (SD1)

Requires the University of Hawaii to establish and implement a two-year program to develop web-GIS wildfire susceptibility and vulnerability maps for the State to determine which communities, landscapes, buildings, and infrastructure are most vulnerable to future wildfires.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  (SD1)

Requires petitions or motions for a pro hac vice appearance for a court proceeding or arbitration proceeding to be supported by evidence of local counsel's Hawaii business registration, the applicant's Hawaii general excise tax license number, an affirmation that both the applicant and local counsel will pay all state income tax due for Hawaii business activities, and all other information or documentation required by the Rules of the Supreme Court of the State of Hawaii.  Takes effect 4/15/2112.  (SD1)

Renames the position of state Chief Information Officer as the Deputy Comptroller for Information Technology.  Specifies that the Deputy Comptroller for Information Technology shall be appointed by, and shall report to, the Comptroller.  Takes effect 7/1/2050.  (SD1)

Allows the Department of Hawaiian Home Lands to assume historic preservation review of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places; provided that the Department of Hawaiian Home Lands consult with the Office of Hawaiian Affairs during the review for certain sites.  (SD1)

RELATING TO HARBOR SAFETY.

Requires that the securing of mooring lines from vessels requiring tug assistance to commercial docks, wharves, piers, quays, and landings be performed by a stevedoring company.  Defines "stevedoring company".  Exempts, under certain circumstances, vessels operating on behalf of an authorized intrastate or transpacific water property carrier holding a certificate of public convenience and necessity issued under section 271G-10, HRS.  Sunsets on 7/1/2028.  Takes effect 7/1/2050.  (SD1)

Authorizes a state department, division, or agency, rather than the Department of Human Resources Development, to conduct a minimum qualification review of applicants for vacant positions within the department, division, or agency.  Requires the Department of Human Resources Development to provide state departments, divisions, and agencies the applications received for vacancies under certain circumstances.  Takes effect 7/1/2050.  (SD1)

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the Legislature may authorize political subdivisions, such as counties, to issue tax increment bonds, and to exclude tax increment bonds in calculating the debt limit of the political subdivisions.  (SD1)

Requires departments or county agencies responsible for roads, highways, or similar infrastructure to evaluate high risk or dangerous corridors or intersections and plan strategies for mitigation.  Provides that an engineering study is not required to be considered if the Department of Transportation decreases maximum speed limits within one mile of a school.

Requires that the State of Hawaii Museum of Natural and Indigenous History and the State of Hawaii Museum of Monarchy History boards of directors include two ex officio, non-voting members, to be selected from partnering state agencies and departments.  Requires the State of Hawaii Museum of Natural and Indigenous History to submit an annual report to the Legislature.  Establishes standards and conditions that the State of Hawaii Museum of Natural and Indigenous History must meet to receive state funds.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  (SD1)

RELATING TO TELEWORKING.

Requires and appropriates moneys for the Department of Human Resources Development to submit an annual report to the Legislature on the telework policies of the Executive Branch.  Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees.  Appropriates funds to develop, implement, and administer the pilot telework monitoring system and to establish positions.  Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.  Takes effect 7/1/2050.  (SD1)
